Accessibility Statement for Tampere Student Housing Foundation’s Website

This accessibility statement concerns the service provided by Tampereen opiskelija-asuntosäätiö sr (TOAS) at toas.fi, and it was created on 16th December 2024. The service is subject to the Act on the Provision of Digital Services, which requires public websites to be accessible.

The accessibility has been self-assessed using an accessibility evaluation tool (WAVE Web Accessibility Evaluation Tool). Identified accessibility issues will be addressed in 2025 as part of the website updates, and accessibility considerations are part of our ongoing development work.

Status of Accessibility

The website partly fulfils the accessibility requirements set by the Act on the Provision of Digital Services (WCAG 2.1 criteria at levels A and AA), but it is not fully compliant with all requirements.

Non-Accessible Content

The following accessibility issues have been identified on the site:

Perceivable

  • 1.1.1 Non-text Content:
    Some images on the website lack alternative text, which makes it difficult for screen reader users to understand the purpose of the images.
    A linked image lacks alternative text, making the link’s purpose unclear to screen reader users, which also affects 2.4.4 Link Purpose (in Context), as without alternative text, users do not get information about the link’s function.
    A spacer image lacks alternative text, which could cause confusion for screen reader users, as the image is interpreted as part of the content, even though it is not meaningful.
  • 1.4.3 Contrast (Minimum):
    The contrast between text and background is insufficient in some areas of the website, making it difficult for users with low vision to read the content.

Operable

  • 2.1.1 Keyboard:
    The website’s menus cannot be smoothly navigated using only the keyboard, which may prevent users from opening the menus or navigating them without a mouse. This issue also relates to 4.1.2 Name, Role, Value, as the lack of clear menu functionality makes it difficult for assistive technologies to operate correctly.
  • 2.4.4 Link Purpose (in Context):
    The website contains empty links and buttons, whose purpose is unclear to screen reader users. This can make it difficult for users to understand where a link or button leads or what actions they represent.

Understandable

  • 3.3.2 Labels or Instructions:
    Some form fields are missing labels that explain the purpose of the field. The absence of labels can make it difficult for users to complete the fields and can cause errors, especially for screen reader users. The lack of labels also impacts other accessibility criteria. Screen readers do not receive the necessary information about the purpose of the form fields (1.1.1 Non-text Content). Additionally, the structure of the form fields is not programmatically clear, making it difficult to interpret them (1.3.1 Info and Relationships), and the absence of clear headings and instructions may cause confusion about the purpose of the fields (2.4.6 Headings and Labels).

Robust

  • 4.1.2 Name, Role, Value:
    Some functional elements on the website, such as menu features, are not clearly defined, which can make it difficult to use them with assistive technologies. This can make navigation challenging for users who rely on screen readers.
    There are references to elements in the website’s structure that do not exist. This can prevent assistive technologies, such as screen readers, from delivering information to the user correctly, and complicates the logical understanding of the website (1.3.1 Info and Relationships).
