60 Years of Student Life

The Tampere Student Housing Foundation (TOAS) was established 60 years ago to serve the needs of the city’s growing student population.

Today, Tampere is the most attractive city for students in Finland.

Over the decades, methods of studying have changed. Today, less time is spent in classrooms and an increasing amount of studies can be completed remotely. And, apart from studying, students also work and spend time with their families. Students represent our future. We want to continue providing them with reasonably priced yet high-quality housing in prime locations.

Responsibility for thousands of homes

Apart from renting apartments, TOAS also operates in the fields of construction project development and building maintenance. We are continuously working on the construction of new homes for future students, and we are also responsible for the maintenance of approximately 6,300 apartments.

TOAS’ daily operations are run by its Managing Director, assisted by a four-member management team, which is appointed by the Managing Director. TOAS’ administration is divided into three departments: Housing Services, Property Maintenance, and Finance and Administration.

Sustainable Housing

Delegation

The operations of the TOAS foundation are overseen by a delegation. The delegation has 26 members: 20 members chosen by the background organisations, four members chosen by the delegation, and two tenant representatives. The term of office of delegation members is two years. The delegation chooses the chairperson and members of the foundation’s board, as well as the organisation responsible for its accounting.

Board

The foundation has a nine-member board that runs its operations and acts as its representative body. Seven of its members are chosen by the foundation’s background organisations and two are tenant representatives. The term of office of the board’s chairperson and members is two years. The board confirms the foundation’s financial statements and budget and makes decisions concerning the mortgaging of fixed assets and taking out long-term loans.

Advisory Board of Tenant Committees

The Advisory Board of Tenant Committees is the cooperative body of the tenant committees of TOAS’ individual locations, and it is also responsible for preparing matters for the board’s meetings.
